I believe the best vector software is Adobe Illustrator. I have been using Adobe Illustrator for many years. Once you learn the software you can add vector graphics to your graphic design arsenal. However, no vector program or software can trace / convert / recreate like a human. So, the best tool of all is you, not a quick vector tracing program.
